An eleven-year certificate is not a German university entrance qualification. The route is a Studienkolleg year ending in the Feststellungsprüfung, or one to two completed years at a recognised university at home, checked against the anabin database. Nearly every bachelor's is taught in German and needs DSH-2 or TestDaF 4; English-taught bachelor's are the exception and English-taught master's the rule. Tuition: Baden-Württemberg non-EU fee of EUR 1,500 per semester plus about EUR 161 semester contribution.
